Books not Bombs

I suspect that our shortfall in funding is largely related to the shifts in legislative priorities. 
I read one report that included a 40 year chart listing state expendatures.  I was sad to see the numbers in digitized form that validated my hunch.  In the 1970's around 17% of the treasury went to Colleges and Universities while 3-5% went into police, prisons and law enforcement.  The reciprocal is sadly true today. 
So our state would rather build prisons, hire and pay more police instead of professors.  Their political accounting records in this area provide evidence of the foolish, inept officials and their bumbling bad,  if not, criminal choices.
There must be some way to make sure they keep their greedy, grabbing hands, their special interests away from the college budgets.   
In my fantasy world, I'd shut down all military operations until our social, life improving programs were adequately funded.  Why is it that everyone has a budget but the bankers and bombers?

Here's a big surprise. But do any of the overpaid education administration officials dare ask why? What are these better ranking countries offering their learners that might be contributing to their higher scores?
